Tito, however, continued to keep his distance from Moscow, maintaining Yugoslavia’s position of non-alignment in the cold war adopted after its expulsion from the Soviet bloc. ) The Soviet-Yugoslav split had a decisive effect on the character of the communist bloc which emerged in the late 1940s and early 1950s. Was the bloc to be a Soviet-led alliance or was it to be a Moscowdominated monolith in which there would be no deviation from the Soviet line on ideology, politics or foreign policy? The Stalin-Tito conflict settled the issue very definitely in favour of no deviation.

In both countries there were ‘reactionary’ groups advocating anti-communist and anti-Soviet policies. But there were also ‘progressives’ urging a continuation of the alliance with Russia. The outcome of the struggle between these two political trends was by no means certain, but in 1945– 6 the tide of history still seemed to be running strongly in Moscow’s favour. The Soviet insistence on friendly governments in eastern Europe was seen by Moscow as a legitimate security demand that posed no threat to the west.

The same combination of zeal and caution (but with more bluster) was also characteristic of Molotov, Soviet Foreign Minister from 1939 to 1949, and Stalin’s closest collaborator on foreign policy matters. During the war these two had controlled Soviet foreign policy as if it were a personal fiefdom. This duopoly of foreign policy decision-making continued after the war and together they shaped the Soviet response to the challenge of peace. SOVIET PEACE AIMS AND THE GRAND ALLIANCE, 1945–7 Soviet peace aims had emerged gradually in the period 1943–5 during the course of complex discussions and negotiations within the wartime coalition and in the context of a variety of changing pressures, influences, and circumstances.
